My PC is making a weird, hih pitched screeching sound???

I'm not sure if screeching is the correct term, and I'm sorry if this is in the wrong category. I'm new here and desperate for help.

So basically, since two weeks ago my computer has been making a weird noise. I've recorded the sound. It only happens when my PC is on and I'm scrolling the mouse or even sometimes when I'm not even using it.

I'm not sure if it's the PSU or the Hard Drive. I'm just so lost and I don't know much about PC's.
 
Mine does the same thing. It has something to do with the processor. There is no fix for this, however you can help lower the sound by doing the steps below. Mine doesn't bother me anymore and there will be no loss in performance. You may even extend processor life with this fix.

1.Power options
2.High performance (Change plan settings)
3.Change advanced power settings
4.+Processor power management
5.Minimum processor state
6.Change from 100% to 5%

Have you opened the case up to see if it may be the power supply whine. If you had listed you pc specs it might have been easier to trouble shoot. You could have a cheaper psu that you are stressing or as you say it could be something totally different can you list your specs and if you overclock or not. Also how old is the pc.
 


psu wont affect this issue. i have used two with my current system. 750w xfx xtr and 1000w evga p2. both are high quality and gave exactly the same issue with the same noise level. the mouse scrolling is the red flag that makes me sure it is the same issue.

It would still be nice to see the system specs so we would have more detail and be able to help more. I mean the issue you have may not be exactly the same as his or it might be without details its hard to tell. I see you have a 4960k and and asrock z97 base surely not all 4960k systems out there have this issue.
So the more dtails the better to be able to try to help.
