Slowly Loading Desktop

My friends computer was acting very slow and occasionally was locking up. It got a point where the mouse stopped moving so I attempted to restart the computer by holding down the power button. From that point the computer shut off, I restarted it, she logged on. And that's where the problems started happening. It was almost like the computer was setting up the desktop at 1/10th of the speed it should be doing it. It would start as a black screen, then add the start bar, then background. It hangs around there and doesn't do anything else really, but still isn't responding. I tried restarting it again and putting it into safe mode but the F8 thing was not working so I'm not sure what to do there. She logged on to the computer and we have been waiting about an hour from logging on and it is still slowly setting up the desktop. Not sure what to do at this point.

It is windows 8, its an HP Laptop, and its about a month old.

Any ideas?

Just tried to put it into safe mode with Shift - F8 and also from the login menu and holding shift and hitting restart. After hitting restart the screen went to please wait and has yet to change. So I am out of ideas here.
