I've been up and down google searching for a reason why my build isn't running this game, at well actually.... it barely even touches 60 frames. unless I'm looking up in the sky or a single solid ground texture. I've tried deleting the config folder, I uninstalled nVidia PhysX software, and even found a video on youtube of a guy with a slightly weaker CPU with the same build run this game like it was nothing! What could possibly be wrong with my game?

A view of my AMD control Panel: http://prntscr.com/8auhts

Windows 10
900 Watt PSU
8GB RAM
TRI-X R9 290 4GB
AMD FX-8320 (Catalyst 15.7.1)
1600x900 screen

Solution
There may be a little bottlenecking here and there, but no problem as long as your FPS is up at a good rate. Bottlenecking, with high FPS, can be a good thing actually.

I bet you just had a problem with your driver installation, and any new driver install might have fixed the problem. I'm on Windows 10 also, and I just discovered that my Nvidia drivers failed, so I'm reinstalling. I think it might be a Windows 10 issue.

Have you already tried reverting to default settings on the AMD CP? I currently cannot check my own (out of home) but edge-detect AA doesn't sound like default.

Also, if you uninstalled them, reinstall Physx system software; even if you have AMD, some games still require it to function properly or at all.

Last, but not least, make sure Physx are set to OFF in in-game settings and that you have no frame-limiters set (the game has a frane-limit setting, an external SW such as the RivaTuner statistics server that comes with MSI Afterburner might be doing the same)

I turned it to edge detect because I heard somewhere BL2 doesn't like normal Vsync and I was kinda running out of options... but defaults is a good idea ill try that now. Ill reinstall PhysX software. and I forgot to mention in my post that the PhysX setting was greyed out at the time.

edit: unfortunately I still get 20 frames while walking into the entrance of Southern Shelf with everything maxed with high view distance and low PhysX. I even did another test with all my setting to dead minimum except resolution. I still got 20 frames walking 20ft from southern shelf's entrance. at 640 480 it was.... getting okish frames but id never play on the low of a resolution XD.

Physx MUST be off. Forgive me if I'm wrong, as I haven't been playing BL2 in quite a while, but I kind of remember the game offered to set physx at either OFF, LOW or HIGH, which is why I'm insisting on the matter.
Just make extra sure you can't simply turn 'em off and I won't bother you anymore with this :p

Still, the 8320, at stock clocks at least, is barely enough to push a 290x, let alone CPU-offloaded Physx (which pretty much make Intels or even some Nvidia users struggle as well, from game to game). If I'm remembering wrong and LOW is indeed the lowest setting, you might want to overclock it if it isn't already. With an aftermarket cooler, they're usually fine up to 4.2~4.5Ghz.

I used to play on a crippled i5 2500 and an HD 6870 at almost max settings, keeping 60 fps and rarely dropping into the lower 50s (1080p), and besides Physx or hardware issues, there really were no other reasons the game could go bad.

EDIT: BUT before overclocking, follow the advice chimera gave on the post below and state the exact PSU make and model, just in case

COOLMAX ZU Series ZU-900B is my PSU

here's the page if it helps: http://www.newegg.com/Product/Product.aspx?Item=N82E16817159131

my PhysXlevel=0 in the ini files so I'm assuming its off. it cant actually be turned off in the menus, just to low.

Overclocking is something id try. I'm going into IT so why not try it for the hell of it. my motherboard is a Gigabyte GA-970A-D3P
I have a Corsair H55. is that sufficient enough cooling to overclock it?

Ookay...maybe I was a bit hasty on the OC advise. Thank chimera for pointing out the request for missing info on the PSU.

AFAIK, playing with Coolmax is playing with fire...almost literally.
It's probably thanks to the MUCH higher wattage that you're still running fine, but it's pretty much better if you get a more reliable PSU, especially if you want to go down the OC road.

The issue might be with the PSU itself to begin with, too...

Well then I'll wait for someone else to post an idea on this issue if not I'll look up psu's that won't combust XD and an overclock guide. In your opinions what would be the best brand to stick with?

Seasonic/XFX are very good, but very expensive.
If you reside in Europe, Antec usually provides a nice quality/price rate. Same goes for Rosewill if you reside in the US*.
Corsair/EVGA are good as long as you get specific models.

Refer to the link below for more help. You usually want tier one/two units, or three if a strict budget dictates your choice.

*the Europe/US thing is just out of personal opinion. I live in an European country, and I see a lot of PSUs around, most of them being XFX, Antec, Cooler Master or Corsair, yet I NEVER saw a Rosewill, not even online, except for American e-retailers.

I actually forgot I had a rosewill rd700-m just sitting here. Think that do any good? I feel as though this PSU would be hitting the max watts I would need to sufficiently run this computer.

I finally found a fix for my lagging issue. I installed beta drivers for my R9 290. the 15.8 drivers. After this the game ran it was suppose to (with PhysX on low).

Thanks vyn and chimera for the info on PSU's though. ill need that info down the road.

these drivers didn't say anything about borderlands 2 in their descriptions either. I just gave it a try and hoped for the best.

ill have to check just for the hell of it 17seconds, I never did take a look at that.

EDIT: So honestly my GPU usage jumps everywhere during BL2 but it does go over 90% maybe 1/3 of the time. what does that tell me?
