4820k overclocking locked at 2.8ghz

I was just messing about in my bios, and started seeing what i could overclock to. I set my multiplier to get 4ghz to start with, when i restart my bios still says I'm running at 4ghz in the first page, but when i go to benchmark (using occt, and with prime95) it wont go higher than 2.8 with a standard clock (3.7ghz), or 2.9 with an overclock (4.0ghz). I looked all over in the bios trying to find some setting that could be limiting it and i cant find jack. i dont want to enable something that could cause a problem but i mean it would be nice not to be running .8+ under what i should be.

CPU is a 4820k
MOBO is a gigabyte x79-up4 rev 1.0

Are these buried in control panel or something? my bios power options are just controlling what can wake the PC. i didnt see either of those things in the bios anywhere.

Stress test: Download Prime 95 or Intel Burn Test and enter the program.
Power saving: Can't find any good screen shots of your BIOS, so I can't help there.
Windows Power options: go to plan settings> advanced settings> Processor power state.

it was in the control panel, i sorted it all out to get it to run properly last night, and as it turns out either my thermal paste is going bad or my radiators' fan is, i cant even run 100% at 3.8
