I woke up to the following:

    iPad is disabled
    connect to iTunes
    3320i5B879023762ADFFE
A cursor that looks like what you get when clicking the scroll button on a mouse. Like this:

I can't swipe sideways to anything, and connecting to a computer it requires authorization from the iPad, which I can't give.

How can I enable my iPad mini without erasing all my data?

I found a suggestion on starting/stopping a sync as a new device in iTunes, but it doesn't show up as a potential new device on the computer.

iPad Mini 2 is running iOS 8.1 (I *think*--pretty sure it's up to date)
iTunes 12.0.1.26 (can update to 12.2.2 if necessary)

Solution
Try shutting it off and back on (hold in power button till it shows you swipe to shut off), if you can swipe there to do so. If you want to save the factory reset as the last resort (if you did not do any backups to iCloud or a computer), bring it to an Apple store and see if they can figure something out.
