The i3 is overall faster even if it's just a dual core. Desktop, gaming and workstation about 20% ahead of the AMD.

And i would choose 2x4gb RAM because then you only need the two "primary" RAM-slots which seems to work better in most cases.

Solution
2 x 4 is better than 4 x 2.

The single and dual core performance of the i3-4170 is better (and that's what many games do). For applications that use all cores, an overclocked Athlon will be a little better.

The I3 can be later upgraded to an I5 or I7. The Athlon is already as good as it gets.

If you buy an i5 in a year than go for the i3. You have to consider that the AMD needs a different motherboard.
If you buy the i3 and then the i5 (4th generation) in a year you wouldnt need to get a new motherboard because both use the 1150 socket. So you would spend a bit more at the moment but safe more money in the end. :)

It supports the i3 and the i5. So definitively go for the i3. You would need a different motherboard for the AMD so the i3 in total is cheaper and you dont need to change your motherboard when you want to upgrade to the i5. :)
 
Then start with a Pentium G3258. It will take only a few minutes, and use the stock cooler, to overclock to more than 4.0 Ghz. It won't be as good as the i3 in some applications, but it is considerably cheaper and will run on your motherboard and can be later upgraded to an i5.
