What power supply should I have? Corsair CX600 or VS650?

VS650 is cheaper and provides more power but other than that, I can't really see much of a difference.

My Specs:
Intel i5 4670@ 3.4GHz
GeForce GTX 980
ASUS H81M PLUS Motherboard
1TB HDD

They are both entry level PSU that are made for budget builds. One thing to note is, VS650 has an AC input of 200-240V limited to certain regions, while CX600 has a more universal input of 90-264V. If you have plans on adding a second card in the future, then you may want to look at the RM or the RMi series. They are more built for moderate to high gaming systems.
