Pc keeps rebooting!!! No video

So a few days ago I was adding a new stick of ram and after that it didn't boot up and the fans just spun for about a minute then shut off and turned back on and it kept doing this so I thought the ram might have been doable I took it out then the same thing happens the fans spin for about a minute(might be exactly a minute) and it shuts off then does the same thing again forever and there's no video so I spent the whole day moving ram around and clearing cmos no luck no matter what it does the same thing even if I try without ram. Twice it booted up after I took out the cmos battery for ten minutes and then installed a 2gb ram stick in first slot but I can't even replicate that any more

Asrock h97 pro4
I5 ____ clocked at 3.2 aio cooled
1x2gb ram
2x4gb ram
2x1tb Hdd
Gtx 750ti
That's about it I have never oc'ed I don't have a mobo speaker and am low on money so a cheap fix would be great as long as nothing is dead

Wow! How does your computer function without a power supply?

And what did you expect removing the CMOS battery for 10 mins to achieve?

Have you ever heard of a computer fixing itself by powering on and off? Over and over?

So what did added a 2GB stick of memory to the first slot do?
Why did you do that?
What happened to the 4GB stick of memory?

Oh lol my psw is evga 430
Also on the Intel website it says to remove camps Battery for 10-15minutes
Also I had the pc repeatedlyrebooting for like an hour still nothing and on the breadboarding forum page it says install the smallest ram stick in the first slot and I did try the other sticks but no succes

Triple update so now it just turns on and fans spin with everything plugged in no reboot or anything but still no video and I don't this the first hdd is loading anything because before whenever there was hdd activity it would make a lot of noise
 
4 short beeps: Basically the same thing as 2 beeps. Follow that diagnosis above. It could also be a bad timer.

2 short beeps: Your computer has memory problems. First check video. If video is working, you'll see an error message. If not, you have a parity error in your first 64K of memory. First check your SIMM's. Reseat them and reboot. If this doesn't do it, the memory chips may be bad. You can try switching the first and second banks memory chips. First banks are the memory banks that your CPU finds its first 64K of base memory in. You'll need to consult your manual to see which bank is first. If all your memory tests good, you probably need to buy another motherboard.

I think you need to take the video card to a friends place, and drop it into another computer to see if it works there.

Somehow, you need to find out what works and what does not work.
