having problems with my ram

i had 8 gb ram but my windows 7 64 bit said only 4gb something was usable so when i upgraded to windows 10 i also upgraded to 16gb ram and its doing the same thing saying 7gb something usable and 8.1gb in hardware reserved so i downloaded cpu z and it says in the channel mode its running single mode not duel is there any way to change to to duel or is it a faulty motherboard also i tried moving my ram into different dimm slots still the same.

press windows key + R on your keyboard then tipe msconfig then press ok go in boot then advanced options then check maximum memory and set it to 16gigs then restart your computer.
