Buying used CPU - Good or bad idea?

I've bought used CPUs before and never got a bad one, but they have always been for older laptops to upgrade. I figured that if they lasted long enough to be labeled "used" they probably wouldn't die on me. Insert your experience here. I'm wondering if it's a good idea to buy a used 4690k. I've always thought that CPUs were probably the least likely part to stop working maybe next to RAM. I generally don't buy used components like GPU or hard drive because the price cut isn't worth the loss of warranty, but I'm wondering if a 4690K is a good gamble or not. Anyone with experience in this kind of thing? Opinions only need not apply.

It depends on how hard the user Overclocked, I myself have never had a Bad used CPU and I have bought and built around 100. A used 4690K would be a good gamble just ask how hard the seller ran it, most people are pretty honest with hardware but as with any "Used" item you will have asshats that lie just to get rid of the items.

I bought a pre-owned 2500k off of ebay and it's been working like new for over a year now.
CPUs are typically either dead, or working perfectly, so as long as the sellers sells you the cpu as working, you will be safe to buy it.

Some of these people on ebay look like they have sold several of the same or similar CPUs in the past. Is it safe to assume they are playing the lottery and selling off the lesser chips? I can't think of any other reason someone would do this.

In this case. Its more likely that the seller is a "chop shop" that buys used PC's and parts them out for a profit.
 
I personally buy many used CPUs * on some I even need fix very badly bend pins, and I encounter only one completely dead CPU but I manage return it :)
My friends own old AMD Phenon x6 with missing one Pin working but only on Single channel mode ram :)
When you buy used CPU you need test it with some stability test like OCCT/ Prime95
