Laptop takes long time to recognize USB mouse/keyboard after docking

This has been a longtime issue that I am now getting around to addressing. When my laptop (Lenovo W520) is powered up and then put back on the docking station, my USB keyboard/mouse take 30 seconds or longer to recognize and begin working. They are the only two USB devices on the docking station.
Drivers are up to date.

I've been dealing with a similar issue with any keyboard on my PC. I believe it's a hardware compatibility issue with my mobo. The issue has persisted through 3 different OS installs. Vista to 7 to 8.1 and I have no doubt that Windows 10 will be any different.
