Looking for a new graphics card

Hey,

So I recently started experimenting with computers. I've researched everything online and had help from some friends. But Im definitely an amateur in the computer world. :)

I've build a completely new computer from scratch, I bought all the components separately and assembled them on my own. But I want to improve the graphics card as it isn't powerful enough for a nice experience in games such as Assassin's Creed Black Flag + Unity, Far Cry 4, Skyrim etc. I've also been wanting to purchase Witcher 3, GTA 5 and Fallout 4 (Someday :D).

The specs of the computer are:

CPU: Intel i3-4170 (dual-core) 3.7 ghz
Ram: 2x 4gb (8gb)
PSU: 650w
Motherboard: ASRock H81M-VG4 R2.0
Hard-disk: 750 Gb
Current GPU: AMD Radeon HD 6450 1gb

At first I thought I could just go right ahead and purchase a Sapphire DUAL-X Radeon R9 270X 4GB 256-Bit, for the best experience. But it is quite expensive and despite the good reviews, I've learned that some of those strong GPUs need stronger CPUs in order to function to fullest efficiency.

I've also heard that the VRAM on GPUs isn't at all the most important part. therefore I have to urgent questions:

1 - Can my CPU and PC run the Sapphire DUAL-X Radeon R9 270X 4GB 256-Bit, would it be worth it?

2 - What Graphics card could you recommend for my computer to experience a high quality of gaming with good FPS?

I would get a 2Gb version of the R9 270. a R9 270 cannot use that full 4GB of VRAM, and a R9 270x is just a faster core clock model with no extra cores. any better of a card would be bottle necked by your CPU. in fact you might notice some bottlenecking, but when you upgrade your CPU down the road, you will not have to upgrade your GPU right away.

I can't really find the R9 270 version of Sapphire. But could i use a new EVGA GeForce GTX 960 SuperSC ACX 2.0+ 2GB GDDR5 128bit or a EVGA GeForce GTX 750 2gb

- I like that the EVGA GeForce GTX 960 can be bought at around $200 and it's pretty new card?

- What are the important factors here? Mhz of course, but what of bit memory and such?
 
I guess you look over all the reviews of the cards and decide on what meets you needs for the price point then its a matter of it working as you expect it to ??

to me not many cards with over 100 reviews with a 85% rating as that evga ?? it seems folke who got it are well happy with what they got ??
