Connection to the Internet Works Until Connecting PC via Ethernet, "DNS Probe Finished No Internet"

I've recently moved a desktop from my study downstairs to serve as a HTPC. In the study, the PC was on a wired connection plugged directly into a Comcast-provided cable modem. Now that it's downstairs, it's wired to a router (which is wired to a non-Comcast-supplied cable modem) that has been working flawlessly to serve other wired devices (PS4) and several wireless devices. However, the moment I connect the ethernet cable from the PC to the router, all internet access is lost for every device on the network. Similarly, as soon as the PC is disconnected, internet access is restored immediately.

Releasing and renewing the IP address restores internet access for an inconsistent, but short, amount of time before eventually throwing the same DNS errors. I've updated my ethernet controller's drivers, disabled and re-enabled the device, and have tried a winsock reset--all with no luck, or a short-lived connection.

If anyone has any suggestions, I'd be very grateful.

Do you have two ISP providers or two IP addresses provided by Comcast?

I.e., a "Comcast-provided cable modem" and a "non-Comcast supplied cable modem".

Is the ethernet cable from the PC connected to a router LAN port on its "downstairs" host router or the WAN port?

What make and model are the cable modems and the router? Are they strictly modems or modem/routers?

Moving the desktop from study to "downstairs" may be causing some network confusion especially if two networks are involved.

Are you using any static IP's? If so, the desktop may be duplicating another IP on the router connected to the non-Comcast-supplied modem.

You will need to look at and map out the network names, IP addresses, and subnet masks on each device.

Look for devices with duplicate static IP's. Especially a duplicate matching a router IP.
