Does a modern MB boost internet?

When I connect my router to the Ethernet socket in Asrock SG945 the internet speed is very slow.
If I connect it to a PC with ASUS sabretooth mark1 will I notice any difference?
 
If you have very fast internet connection (faster then 100mbps) then yes a new motherboard will help with internet speed.

What is probably the more underlying factor here is that you have an old ddr2 motherboard that is 7-10 years old that has 7-10 year old hardware in it. Even worse if regular maintenance has not been done on that computer then it has a ton of junk files, registry keys, fragmented hard drive, and tons of startup programs that are slowing it down which is what is making everything so slow.

I have a 3G Wireless Gateway B68A Router. My brother who bought the same device gets speeds of 600-800 KB/s – with his new HP laptop. The maximum speed I get is 90KB/s but it sometimes drops to zero. I have to say that we don’t live in the same area. But I satill think my old MB and my CPU are to blame .

Have you scanned your PC for viruses? If you have some infections they could be sucking up the very minimal bandwidth you do have.
Download (from a different computer) malwarebytes and run it for viruses. I dont care what free antivirus you have that says your computer is ok, not even Norton or other paid products do as good of a job finding malware as malwarebytes does.

If nothing else you could try a clean install of windows to flush all of the crap out.
If that does not improve things then it is a poor signal as even a 8 yr old pc running windows xp and a single core socket 775 cpu should not be holding up a < 1MBPS transfer speed.
