Display distorted in BIOS then goes blank when OS boots..

I just bought a gently used custom PC on ebay. It has a Sapphire Dual-X r9 280 video card and an EVGS 500 plus PSU. I also bought a brand new Acer 23.5 inch display when I got it. Upon receiving the PC, the power supply had come dislodged from its mount. I put it back together and booted up the PC.

As soon as the Gigabyte screen comes up there are two columns of static on screen, one in the middle and one down the right side. I can see the windows loading circle behind it, then there is a flash of massively distorted color full screen, and then it goes blank but remains on. I removed the video card and the onboard graphics are perfectly fine. Is this fixable? Any ideas??

Artifacting with the SAPPHIRE DUAL-X R9 280 installed would indicate a defective graphics card.

The last defect/failure rate I saw for that specific graphics card model showed a failure rate of 4.79%.

Test the graphics card in another system to see if the same artifacting occurs. If it does, then replace the graphics card.
