is it weird that my 7200 rpm HDD (WD blue 64Mb cache) boots into windows in 20 seconds? i feel it is a little unusual as other people have it boot up in 30s+ so why does it boot so fast?

I think that you should be happy about this rather than sounding so concerned. What is the exact model of your WD Blue drive? Is it SATA III connected to SATA III port? This could explain why yours is slightly faster. Newer HDDs tend to store data more densely on the platters which could also improve the transfer speed, when compared to older drives. The capacity could be a factor as well, or simply, your system is better optimized than other people's. :)
