I cant have stable frame rate with any games I've been playing (gtx 970 strix)

SPECS
CPU: Intel Core i5-4690K 3.5GHz Quad-Core Processor
MOBO: ASRock Z97 PRO4 ATX LGA1150 Motherboard
Graphics card: ASUS STRIX GTX 970
RAM: Kingston Fury Red Series 16GB (4 x 4GB) DDR3-1866 Memory
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive
Power Supply: Antec 850w high current gamer

Overclocked my CPU to 4.0 GHz.
I did not tweak anything with the graphics card
Tried out a test with Heaven Benchmark and the test came back as:
Lowest FPS: 2.7
Highest FPS: 53.7
(ULTRA SETTINGS)

Also, I played other games to test them out like CSGO and TF2. When i checked my results, they came back awful. (CSGO) Lowest settings 11-52 fps, (TF2) lowest settings i got 12-80.
How do i fix this problem?

1) right click on your desktop>Nvidia control panne Like>manage 3D settings (top left)>global settings tab> power management> change from adaptive to maximum performance

2) Another setting that can affect performance is DSR or Dynamic Super Resolution. You can also disable this in the global settings tab. DSR renders the game at a higher resolution and then downscales it to your resolution. It improves textures but results in lower frame rates.

I would try playing stand alone instead of online to see if this behavior happens. I had that once playing LoL and when I checked steam was doing an update behind the game. Once the download stopped, the FPS went back to the default and stable performance.

I did on both games with no bots and those were the results

So you played offline right ? It seems to be your internet connection, or the game server, or else, but nothing related with your PC.
Did you see this behavior before, with both games ? Did you play another game, online (like BF3) to see if you have a stable FPS ?
 
^ whs - it has a box marked GPU shark - click that as well it will tell you GPU clocks & usage while furmark is testing.

Maybe a driver issue ?? Did you have an amd card before this??

Your display is plugged into the card not the motherboard video out??

Well, I played Battlefield hardline and it still gave me the same terrible results
(By the way, I'm sorry i didn't reply any sooner, School is a pain)

It can't be a driver issue because i always make sure that it's updated before I play any games
I did have an amd card before this
It's plugged into the card not the mobo

i think ur card is performing just fine , if the problem still persists then u better check the voltages , see the background processes while playing the game bcoz windows 10 do a hell lot of processes in the background

he is saying that the temp stays between 60-65 degrees which is okayish for intel 4th gen processors

The solution to this problem wasn't even the answer that was selected in this article. Nobody figured it out, so I had to figure it out all by myself, basically I did was reapply thermal paste to my cpu because the Temps were 90+ degrees. I made sure the cooling fan was fitted on corrected and locked in place, so this supposed answer that was selected, it was wrong that answer didn't even help me out in any way

Yup, after you said that your CPU temperature was in the 60-65 degree range, people totally should have assumed that your CPU temperature was actually 90 degrees and given you advice for that situation. And, in fact, someone *did* tell you that it sounded like CPU thermal throttling, but you didn't actually provide any additional information.

Would you also get upset if your doctor didn't identify your broken leg if you told him your elbow hurt and gave him no information about your leg? In this case, that you didn't get a satisfactory diagnosis of your issues is because of the dude in your bathroom mirror.
