Need advice on a new GPU between $200-300

MSI R9 280x 3GB Gaming is failing, passed warranty so I need a new GPU. Gaming/surfing the web. Would like to play games like Fallout 4 or Star Wars Battlefront on the highest settings possible. No overclocking of the GPU will happen. Appreciate any help, anything I left out please ask. Comp specs are as follows:

i5-4670 CPU @ 3.4 GHz
16GB Corsair Vengeance RAM
ASUS H-97 PRO MB
Cyonic AR750GM 80 Plus Gold PSU

though you could also pick up a 290 for the price, but I have never heard of that power supply brand so I dont know if it would be a good idea.

Yeah, company is fairly new I guess. Not on the tier list of power supplies yet. Seasonic is their OEM and the Arise series of PSUs which mine is one, are only available for sale in Japan. Ty for the link. I'll keep that one in mind.

Square artifacts in some games/MSI Kombuster benchmark, objects turning funny colors in other games, one fan seems to stop and start unless I crank my fan speed up to max, card is running really hot when starting a game and in most games/benchmarks the card gets up to 95C then shuts down.
