Urgent help needed building a gaming PC. Budget: $4000-$4500

I'll start off by saying I know VERY little about building computers or any of their parts so please go easy on me if I have a hard time understanding what you are saying. :)

If anyone can help me figure out every single part I would specifically need to fulfill the criteria I am after (below) I would be appreciative. I am looking to build this thing from scratch

- 4K gaming is a must considering how much i am spending. I understand it is not that practical yet, but still.

- 32" 4K monitor

- Must be able to play ANY game on Ultra settings with 60 fps at the very least.

- Blu-ray writer optical driver

What is the benefit of getting two of the GTX 980 Ti's over the GeForce GTX Titan?

They are better for Gaming. The 980TIs would be much better in directX 12, check out the differences between the 2 here http://arstechnica.com/gadgets/2015/06/nvidia-gtx-980-ti-review-all-the-power-of-the-titan-x-for-650/

Excellent. That makes a lot of sense to me. So, with this build, do you think I would get steady 60 FPS easily on a game like The Witcher 3, or more towards 120 FPS? Considering I will be playing with a 4K resolution.

Also, how many years do you think this build could be considered a 'high-end' build? I wouldn't particularly like to have to upgrade at least once a year.
