I am looking to build my pc in aria or scan shop. I am not huge game fan but like to play from time to time ( gta V, Witcher 3, Fifa, CS, etc) on 1080p medium to high settings. Also i am fan of snowboard, kite, etc. and using vegas pro 13 to make some movies of my sports cam. Can I lower the price somehow on the motherboar( do i need pci 3.0) or by choosing amd fx 8350 cpu or 2gb GPU. thanks

That memory is good. if you want that one go ahead and buy it.
If the difference is only 10£, get the 4GB. Usually the difference is bigger.

regarding PCIe, although PCIe 3.0 would be ideal in terms of future (if you want to upgrade later to better GPU), for GTX 960 it is enough. These are the specs for each:

Base Clock Speed: PCIe 3.0 = 8.0GHz, PCIe 2.0 = 5.0GHz, PCIe 1.1 = 2.5GHz
Data Rate: PCIe 3.0 = 1000MB/s, PCIe 2.0 = 500MB/s, PCIe 1.1 = 250MB/s
Total Bandwidth: (x16 link): PCIe 3.0 = 32GB/s, PCIe 2.0 = 16GB/s, PCIe 1.1 = 8GB/s
Data Transfer Rate: PCIe 3.0 = 8.0GT/s, PCIe 2.0= 5.0GT/s, PCIe 1.1 = 2.5GT/s

So for that GPU (960) it is good enough, but you have to see if the motherboard with PCIe 2.0 you get, is compatible with...

I would go for an AMD CPU, since you want to do some video editing. AMD wins there, and you get to pay a bit less.

I would also tell you to go lower on your GPU, since gaming is not your priority, but since you talked about "GTA5" and "witcher", there is not much less you can go below the 960.

Also, I would get 2x8GB, and not 1x8GB. (or if you really wana save the money, go for 2x4GB)

Finally, if you are sticking to the 960, you can get a lower PSU, maybe even a non-modular one, in order to save some money (this is a tier 2 PSU, high quality don't worry):

Don't go for an AMD cpu for gaming, they struggle with single threaded performance which is needed for the latest titles. What you have looks good, perhaps 2x4GB ram modules for dual channel mode and a cheaper PSU although the one you picked is fine.

If these are really his priorities, he should go for AMD. and the FX-8350 is gona be the same price as the 4460.

Also, the GTX 960 4GB version is wasted money. Choose the 2GB version or go for the 380 like i posted.

I forgot to mention that i own WD black 2.5 7200 500GB
gaming it is not priority but still would like to have some quality when playing.
Will it be big diffrence for video edditing with amd and radeon because I am more amature than pro with video editing and edit like 1 video a month , so I am looking for something in the middle and intel is much beter in gaming and gtx is giving free MGS game which i still planing to buy. thanks

Thanks BLASC for all your help ,i nearly decided,will buy ram that you advised to me and gonna take better motherboard but i am thinking more about future and maybe this one will be bether : https://uk.pcpartpicker.com/part/asus-motherboard-z97p, what do you think?

That motherboard is for "K" CPUs, to overclock (because of the Z chipset). If you want good and future proof, and also cheap, get the motherboard i put in the last build i posted here. The ASRock H97 Pro4
