is 400W 80+ gold enough for an i3 4th gen, gtx 950, 8gb ram 1600mhz, 1TB SSHD ? more specifically is the be quiet! Straight Power 10 400W...

Yes that is sufficient for that and be quite makes good PSUs.

Frankly though, I would try to get something in more the 520-550w range. This way when you decide to upgrade to a 960 or 970 in a year or two, your psu will support it. Its cheaper to pay $60 now for a psu then $40 now and $60 latter.

650W is nice that'll definitely be safer but like Vic said no need to upgrade instantly but just a tip if your looking to overclock.
Also EVGA Supernova is great i currently have one in my build.
