GTX 970 or xfx radeon r9 290x

New to build your owns and have no idea what to do with Graphics cards. The
GTX 970 4G is 40 bucks more in the mid 3 hundreds.
while the
XFX Radeon R9 290X R9-290X-8DFD 8GB 512-Bit DDR5 PCI Express 3.0 Double Dissipation Edition is the cheaper card.

Which Should I get, or is there a better option in that price range?

Also what kind of PSU will I need?

Will this run it or will I need a bigger Power supply? I do no over clocking and will not have dual cards.

Get the 8GB R9 290X, only because it's cheaper. Performance wise the 290X and 970 trade blows, until you overclock and then the 970 often wins, but you said you aren't going to oc. It's hard to know if anything over 4GB of VRAM is ever going to be used, maybe future games are going to require more...if so, then the 8GB may be an advantage.
As for a PSU, for a 290X you probably want at least 650W. A 600W PSU would do too if you don't overclock and it's a good make. Do you currently own the Ultra PSU you listed? To be honest, they are cheap and crappy, you would be risking damage to your system by using it. You want to find something in the upper tiers, don't go any lower than tier 3...
