4GB of "Hardware Reserved" RAM and RAM only running at 667 MHz

I was looking around in task manager when I noticed some issues:

I have 16GB (4x4GB) of 1866MHz RAM, 2 sticks from Mushkin (997008) and 2 sticks from G.Skill (F3-1866C9D-8GAB). They are each in their own memory channel. This has worked fine in the past when I was using Windows 7. I don't know when these issues started. I did do a clean install of Windows 10. My bios has always only let the ram go to 1333MHz, but now it's half of that. I recently did a memory test and there were no errors. Any idea what's wrong?

Sounds like the DRAM doesn't want to play or Win10 isn't picking up on all of it, would start with the GSkill in slots 1-3, go to BIOS, enable XMP and raise the DRAM voltage + 0.05, save, exit, shutdown and then add the other two sticks in slots 2-4
