How do you narrow down what parts to use? I am new to building PCs. I want to play and mod games, play online videos, music and, use the internet. I don't want to spend more than 2,000 dollars. I want to play Fallout 4, Batman Arkham Knight, GTA 5, The Witcher 3, Just Cause 3 and, Skyrim if that helps at all.

I'd go with a 4790K with your budget. It better suits a GTX 980ti, as well as 16GB of RAM with is recommended for The GTX 980ti. Also, this build is SLI capable and ready for another GTX 980ti in the future.
