Need help on Wireless Router that can Turn on/off internet on certain IP (etc)

Hi,

I need your help.

We have 3x desktops , 3x notebooks, 4x ipads, 5x iphones, 5x smart TVs, etc in our house. I have configured each to have a manual IP. We often use netflix (max of 2 users watching at a time), youtube, facebook.

Now, I am in need of a wireless router that can do the following:

1) Router where I can turn off internet access on a certain IP address
2) Router where I can limit the Download speed on a certain IP address
3) Optional but good to have - where I can restrict a certain IP address from accessing facebook or youtube
4) Best router that I could get for $300. If router A cost $100 and router B cost $300 and both can do the same thing, then I would still get router B ($300). (I always want to get the best there is. Let's please not argue this point and leave it as it is. Thanks).
5) I can't get 2 devices (Router+Access Point). I need it to be 1 only due to space constraint. In short, I don't want to set up a whole computer as my router (PFsense)
6) The router should be simple enough to use such that wife (who has minimal computer knowledge) can still operate the turning on/off of the internet on a certain computer with ease.
7) As much as possible, minimal upgrading or maintenance needed.

Note: I am amenable to change a router's firmware if needed (Merlin, etc)

Note2: We have a special child (autistic) who opens 10+ youtube tabs which hogs the bandwidth thus the need for me to limit the download speed on his computer/ipad/TV,etc. At times, we need to turn his internet totally off because there are times wherein he intentionally wakes up at 1am (while we are sleeping) so that he could watch youtube + internet. If we do not remove the internet then he will be watching youtube on his smart tv all night long and won't sleep. (as of now, we manually unplug the LAN cable of his smart tv on the router end (we don't use the wireless of the smart tv))

I am currently looking at the Asus RT-AC3200 but I don't know if it can do the things I've mentioned.

For the features you want, you really need to investigate building a pfSense firewall. Your requirements are WAY more than home routers have the memory or processor for.

Ok lets say I remove the #2 requirement and only need the #1 which is = 1) Router where I can turn off internet access on a certain IP address. Would the Asus RT-AC3200 be able to do this? (or any similar router which can easily be configured)
 
The asus software is some of the most advanced. They now use a common code base so the same software will run on all their routers so you get the same features.

They have parental controls options to limit access to certain sites by ip. It also have time of day restrictions.

It also has very advanced QoS that you can limit the download rates of a particular IP. It works well on stuff like youtube but utorrent not so good.

Easy to setup is another story. The parental controls pages are pretty clear. The QoS ones though are not. You need to create a group and put the IP in that group. You then limit the download rates to a fixed value for that group. It is almost impossible to explain since it is gui. You will just have to mess with it until you get something that works. Speedstest will show the limitation but it does spike above in speedtest at times.

Be careful you do not run into the trap that the device with the biggest number is always the best. First you have to have 802.11ac nic in your devices and then they have to have more than 2 antenna to get the maximum speeds. On top of this you have to manually put some devices on one of the 5g radios and others on the other to actually make use of the total speed of this router. On top of all this you can never go faster than your internet connection so unless you have a server inside your house you likely will never need the high speeds the top end routers claim to have.
I would look at lower end asus routers unless you really just want that one.

Other options would be tplink devices they have many advanced features and of course you can load third party firmware on to many routers and you get extremely advanced features.....which are also extremely complex to configure sometimes.
