12GB Installed, 8 GB visible, 5.91GB Usable. Please Help

I have a build with a myriad of items I could find. (I am a broke college student). Upon booting Windows 10 onto this build, I see that Windows 10 Pro can only detect 8GB of my 12 Installed. I was content with this, as I dont use resource intensive apps, but for the past week now, computer Settings show only 5.91 is usable.. This causes my computer to drag, when Service Host takes up 75% of ram, and I find this unacceptable. Is there anything I can do to either recognize full ram, or get W10 to use full 8GB?

Those are good screenies for what your hardware is, but I've got some questions.
First, can you post screenies for what's showing you only 5.91 usable?
Second, you wrote 12 installed, but I see 4 2GB modules - total of 8, 8 on the memory tab, where did 12 come from?

Also, until I see a screenie of your memory usage, it could be that the system is caching disk data that it guesses you might be about to use, in memory that can be freed up instantly.

Ah, my ram is actually 8 GB. The sticker on each stick said 4GB(2x2) , and I assumed each stick was 4GB.

After continuous manual rebooting ( for about 3 hours, lol) , The 5.91 message disappeared, but it normally comes back a few days later. This is where and how it would show up http://prntscr.com/8cbjxd

@Duy68 If you have anything overclocked/overvolted , I would suggest resetting back to default values. If that doesn't work...

Open msconfig.exe
In Boot Tab, click Advanced Options
Make sure maximum memory is unchecked
Reboot.

I have a dual monitor setup, and one monitor( larger res) is on a graphics card, and my lower res is using the onboard graphics from the CPU?. When my computer does freeze, it's my on board graphics display that glitches... idk if that has anything to do with my problem.
