Windows wont load with ram on two mobo slots

I have a Asrock H61M-DP3 motherboaed which has two dimm slots...supports 16 gb of ram. when i put one corsair value 1600 mhz ram it works flawlessly.But when i put another same ram on the other slot windows not loading...I'm sure not one of these slots is faulty...plz help me...

You didnt inclue the exact model# of the ram so we could check compatibility but I'm not seeing any 8gb 1600mhz corsair ram in Asrocks supported ram listing (http://www.asrock.com/mb/Intel/H61M-DP3/?cat=Memory) and Corsair doesnt even list your motherbd in its memory finder utility (http://www.corsair.com/en-us/memory-finder)
