Solution
You can have any GPU but you have some limiting factor:
1. PSU 250W is Old and weak unit, you need better if you do not want blow up PC :)
2. CPU will limit most GPUs but you can upgrade it :)
3. RAM 3GB is a bit to small amount bu for older game will be fine you have 2+1 or 2+2 and 32 bit system ? * You can use CPU-Z to check it http://www.cpuid.com/softwares/cpu-z.html

What is your budget for upgrade ?

Anyway for your curent PC fastest GPU will be Video Card: Zotac GeForce GT 740 2GB Video Card ($68.40 @ SuperBiiz)

But if you have larger budget go for:
CPU: 47$ http://www.ebay.com/itm/Intel-Core-2-Quad-Q9550-2-83Ghz-12M-1333-Quad-Core-Processor-SLAWQ-/181852260021?hash=item2a573d46b5

What if I connects my graphics card which takes up power to 75 Watts to the PSU that is of 250 Watts?
Will it cause any problem?

Please tell me about Memory Architecture, Memory Clock , Memory Bandwidth(GB/Sec) and what should be their values for a good graphics card?

Simple better take GPU with DDR5 * is a lot faster compare to DDR3, about bandwidth higher is better low end GPUs have 64bit entry level 128bit and higher 256+
I have Myself entry level Graphic card 1GB DDR5 1630*4 =6520Mhz effective, Bandwidth ~105GB/s with 128Bit

ZOTAC NVIDIA GeForce GT 730 2GB DDR5 will this card run on my PC? It requries 300 W PSU and I have 250W.
My CD drive is not working and I use an external CD drive, so if I unplugs the power cable of my CD drive, will this help me to run this or other graphics card?
