Newly built pc turns on for 2 seconds then boots off.

Hello everyone...

My friend decided he wanted to build a pc after years of trying to convince him. So far it's been the most frustrating experience for him.

The parts we originally settled with were:

i5 4670k
Asrock pro4 mobo bundle from Mc. I think that was the name of the mobo
Bit Fenix case
Cx600m
2x4gb rip jaws ram ddr3 1600
1tb hard drive wd blue

He built the computer just fine. All connections were in properly. The pc booted for a second and wouldn't boot anymore. He exchanged his mobo/cpu three times. Same problem. The microcenter staff even looked over our wiring and confirmed we did everything correctly. The staff told us the community had been complaining about the mobo we chose.

So we swapped out the mobo for a msi gaming 5 mobo. The problem still persist. It boots for two seconds, then cuts off immediately. I have no idea what the damn problem is.

Things we've tried so far:

Tested psu
Tested ram
Tested older psu
Tested older ram
Exchanged mobo/cpu 3x
Reinserted cmos battery
Removed mobo from case and tried to post on test bench.

Nothing has worked. He's about to give up completely. I seriously can't find the problem. Hope someone can help. Thank you.
 
How was it powered up outside the case? How were the new and old PSUs tested? Given all the parts tried, it sounds almost ESD related, or its just not being assembled right (CPU install or HSF install). Did Mico center try to boot it as well? If not, try other power outlets.
