Should RAM Memory Latencies be equal for 2 RAMs?

It's recommended that if you have 2 RAM Memories, they should be of the same type.
By type I mean Capacity and Speed. Does that also hold for CAS_Latency? (CL9 / CL11 ...).
I have a 4GB (not sure of its Latency), and want to add another 4GB. So I'm wondering if installing a CL9 would be ok, regardless of the one I have.

OK. What if it's CL11? Will it be not ok to get the other one CL9?

If you are going to dual channel the RAM it needs to be the same, just as the SLI and CF needs to be the same gpu.
So better get the same RAM.

Yes if everything else is same you should be abale to use dual channel.
