GTX 980 Ti in high end desktop - getting low FPS in a non-demanding game

I am running into issues with really low FPS and graphical stuttering while playing Blade and Soul (Taiwan client). This game is 3 years old and isn't the most graphic intensive game out there. I can run the Witcher 3 and Metal Gear Solid Phantom Pain at maximum settings at a smooth 60 FPS.

My FPS in BnS dips into the 30s even if there isn't that much going around my character and the graphical stuttering happens frequently regardless of FPS. I actually downloaded the Japanese client and checked my FPS in there. I get a solid 80+ FPS and no stuttering issues, so must be something with the TW client or my settings around it?

Here are my computer specs:
i7 4770k
GTX 980Ti (I just upgraded from a GTX 780, but there was no clear increase in FPS)
16GB RAM
Crucial MX100 SSD
1440p resolution

I've tried many things:
-uninstalling the game and drivers completely and reinstalling
-unplugging all of my monitors and only using one, tried 1080p and 1440p, same results

Could it be something to do with the game not utilizing the full GPU/CPU?

Is anyone else having this problem or know how I can resolve it?

EDIT: Okay so I looked at my GPU usage chart while I was running BnS. On average in TW client it is at 40% usage. On average in JP client it is at 75%+ usage. How do I make my graphics card run at higher usage in the TW client?

Sounds like a bug either with the taiwanese version of the game or with the graphics driver. I'd recommend filing a bug report/opening a support ticket with either the game developers or nvidia.

You can also maybe try out different graphics drivers and see if an older one gives you better performance. Other than that there's not much you can do since the problem is most likely not on your end.

One thing to note is that I had this same issue with my previous graphics card, GTX 780, as well. My roommate who plays the same game (on a similar rig with a GTX 780) runs the game fine 60FPS.

Try changing things to lower quality. Like put your sound quality down cause small like things like that can affect it just cause they are small bugs. Also if I was in you shoes I'd knock all the game settings to minimum and then slowly rank them back up slowly one by one and then if you do knock up the one affecting fps you know thats the cause. This is just something I'd suggest
