USB ports suddenly stop working, but they still give power

I have a gaming desktop PC and the USB 2.0 ports always used to work (the USB 3.0 ports never recognized any device for whatever reason). But recently, when I plug in any device to the USB ports, the devices light up and get power but Windows does not recognize the devices at all.

I tried updating the drivers, checking the BIOS settings, checking the registry settings, did System Restores before the latest update and even upgraded to Windows 10. The USB devices are still not recognized.

The Device Manager shows no exclamation marks but shows a question mark next to a Bluetooth device.

I even checked the hardware and there's nothing to suggest they have been fried. MSI Super Charger works as well.

Is there anything else I can do to fix this problem? Any help would be appreciated :)

I see my printers, Dell monitor, Qualcomm Atheros AR3011 Bluetooth 3.0, the UB91 and my multi-media device. I don't see anything related to the mouse.

Resolved it by switching off the PC, unplugging by the mains, waiting a few seconds and then rebooting it.

Not sure why that fixed it, but I'm glad I have my desktop PC working fully. :)
