8 Gigs of Ram installed, forced into single channel and 4 usable HELP PLEASE!

As the title says I have 8 gigs (2x4GB) installed and only has 2 slots, yet only 4 gigs of it is usable. On the bios post test it says 4080, but when I go into the bios, cpu-z, and my system information it says I have 8 and 2 sticks installed. I tried looking for the settings to turn on duel channel in the bios but couldn't find it. Here are my specs.

I have Windows 10 Pro x64 installed. It only changed after I installed that new CPU.
 
Can you point out to me where it says that 4 GB are usable, or post that picture if it's missing?
What sort of graphics do you have? Can you show the SPD tab for the memory, one for each module?

Dual channel should be the default unless there is a problem of some sort. Did the two memory sticks come as a matched kit, or separately? Does each work properly if you only insert one? I'm thrashing around here, looking for information.

Below is the SPD tab for both of the memory sticks, they both work as I have tested them in my computer by themselves in each slot. They are not matching as I bought them at different times and was stressed for money so I want with just what would work. And it was duel channel only before I put in that new CPU as stated above. As something to point out, the one that doesn't work does not have a serial number for some reason.

The last picture is correct, showing 4GB of ram in on each slot, although at different speeds, although the DDR3-12800 should drop back to match the slower DDR3-10700.

Check the system information screen and see if it is showing 8GB installed ... Control Panel\System and Security\System

Slot 1 has 4gb, slot 2 has 4gb, total 8gb?

Can you check the system info?

I knew this from the start, the issue now is for some unknown reason its not in duel channel mode anymore. Everything I have supports it and is compatible enough to use it. So the ram is there, its just my bios and windows refuse to use it for whatever reason. And I did find the Memory Interweaving option (memapping for msi apparently) in the bios options. but I can only set it on auto or disabled.

Odd combo of DRAM for sure, but lets try removing the DRAM, put the Geil stick in by itself in Slot 1 by CPU, then manually set the DRAM to 1333, 10-10-10-27, 1.55 and try that, if OK shut down, add the second stick, back to BIOS and raise the CPU/NB voltage to 1.22 then give it a try. Let us know what it does

I would try this, but the way that stick is it wont fit in the first slot if my heat sink for my cpu is in because of how big the heat sink for the cpu is takes up the space that the heat sink on the ram is. so it can only be in the 2nd slot. Only reason I know it works is I took off the heat sink and checked if it booted up for a split second with it in the first slot so I didn't over heat my cpu.

I believe I stated earlier that my motherboard only has 2 ram slots total, and it does work in the 2nd slot by itself. Im starting to think I might need a new motherboard or ram stick, or both.

Both sticks work just fine no matter what timing I put them on, or slot, but when I put them both in I cant change the timing of the 2nd one and it doesn't show up on the post test but does show up in Memory-Z of the bios.
