How to limit max CPU speed i7-4790K on asrock fatal1ty killer z97 mobo?

I found the stock heat sink that comes with i7-4790K is inadequate. I ordered a larger heat sink. In the mean time I need to limit the max speed of the i7-4790K to prevent overheat.

Right now the clock speed varies between 1200Mhz to 4300Mhz depending on CPU load. How can I put a cap on this (say limit the max speed to 3500Mhz)? There are many parameters in the bios OC menu. I tried tweaking a few but didn't do the job.

Sounds easy but...

There is a "CPU ratio" in bios. I changed it from auto to manual (which then default to 40) to 30. And I set BCLK from auto to 100. This means the max speed would be 100Mhz x 30 = 3000Mhz, right?

After I booted up, hwmonitor reports that the max clock is 4400Mhz on all four cores.
Realtemp reports the CPU clock is 133.29 x 8.2 (the 2nd parameter varies). Shouldn't the first number be fixed at 100Mhz??

I guess I don't understand.
