PC will not boot (red LED on power light, green LED on Mobo)

I've been using this computer for about 2 years and it suddenly wont boot. When I press the power button the front LED light turns RED for 1 second and CPU FAN/PSU Fan turns on for 1 second and then it all turns off. The motherboard displays a green light while the PSU is plugged in.

SPECS:
ASUS Z87-A Intel® Core™ i7-4770K Processor Thermaltake 750w PSU 250gb HYPER X SSD GTX 780 4 X2 Corsair RAM sticks

I've tried the following steps: Reset CMOS Removed the Graphics Card and tried to boot Switched PSU (same problem) Made sure everything is plugged in tightly Removed 1 RAM stick and tried to boot

I removed the 8-pin power cable on the top left of the motherboard and tried to boot and all the fans turned on including the one on the CPU and PSU and front case.

The power LED light was red the whole time, and I didnt get a BIOS or anything.

Atleast it does not shut down anymore after 1 second is this good news?

Hey, I just swapped CPU's with another computer (same MOBO) and it worked, friend told me he was having overclocking issues (he forgot to tell me this) and then it stopped working. He had the ASUS option in the BIOS to auto overclock and somehow he was getting the overclocking error.

Part2: I tried his CPU on my computer and it has the exact issue he had on his so its confirmed its the CPU is there any way to fix this CPU or is it dead? It looks completely fine from the outside.
