Overclocking wont work! HELP PLZ(Intel extreme tuning)

I recently built a new low-end gaming pc, but I wanted to overclock my cpu. Ever time it try to overclock it, nothing crashes and i reboot my computer successfully . However my cpu wont get any higher then its default multiplier (x32). When I change the reference clock it changes the Ghz, but the multiplier does not do anything.

Here are my specs

cpu- Intel Pentium G3258 3.2GHz Dual-Core Processor
mb- Gigabyte GA-Z97-HD3 ATX LGA1150 Motherboard
Ram- Corsair Vengeance 8GB (2 x 4GB) DDR3-1600 Memory
cpu cooler- stock cooler
GPU- PowerColor Radeon R7 260X 2GB Video Card
PSU- Rosewill 550W 80+ Bronze Certified Semi-Modular ATX Power Supply
Memory- Kingston SSDNow V300 Series 240GB 2.5" Solid State Drive
Overclock Utility- Intel Extreme Tuning Utility(forgot version #, but I downloaded it in september 2015).

So tell me what you did and we can word out how to do things better.

You went into BIOS and what did you do then?

You changed the multiplier from 32 to some other value, say 34.

You then saved and exited. You can then go back into BIOS and check that the change took place, and you can run CPU-Z to check too.

Then you boot the system at the new multiplier. The change I suggested above should work without any change to voltage.
How are you doing this? Are you going into BIOS? I spent all summer overclocking, including a couple of G3258s.

As we get into things more, you may need to post Screen Saves.

Before you start overclocking, use HWMonitor to record that starting information for your CPU, so we know where we started.

Doing this from the BIOS is simple. Boot in, change the multiplier from 32 to 33, save and exit, and use CPU-Z to check that it has take effect.

I have tried with Intel extreme tuning utility.

I also used the gigabyte bios, and it didnt do anything.

This will be really specific.

1. I downloaded the intel thing
2. I ran it
3. i changed the multipiler from 32 to 40
4. I applied and saved the file.
5. I made it to default
6. I rebooted
7. I opened cpuz and ran a stress test
8. still 3.2Ghz
