sometimes when i restart my pc computer shut down for a sec and start again why ?

as I said sometimes when I restart my computer
it shut down completely for a sec and then it start again normaly to desktop

it.s a new build
no error codes on the led panel of my motherboard

gigabyte motherboard

motherboard z170x gaming 5
video card sapphire r9 390 trix
psu seasonic g650 650 watt

only that proplem
the system runs perfectly
also like I said my motherboard led does not report any error code

maybe because im using master slave outlet like that one ????
