There isn't one that definitely won't leak (all tubes are at least semi-vulnerable) to punctures but there are some coolers that use liquids that, even if they do leak slightly, the liquid won't effect components.
The best liquid cooler on the market, if you're willing to spend a little over $100 USD, would be the CORSAIR Hydro Series H110 Extreme Performance Water/Liquid CPU Cooler. 280mm ($114.99 on Newegg).
