AMD A4 4000 APU build, advice needed

I'm planning to build my first pc, I know a bit about pcs and have all ready posted a thread in a different forum about the build, but I just saw that the processor I have chosen supports 1333 Mhz. What does that mean? I have selected ddr3 HyperX 1866Mhz memory (1 stick of 4Gb) but will this be bottlenecked to 1333Mhz? I don't plan to add a graphics card yet, so I need all the power I can squeeze from this APU. Would it be better to get 2*2Gb of 1333Mhz instead? I'm on a SERIOUSLY SMALL BUDGET (around 120€) but I managed to get a busted pc off a friend (all the internals are fried and it's about 7 years old), but I can use the psu, and I scavenged a hard drive from another pc, so all I need is cpu, mobo and RAM. I live in Italy, so things are more expensive here, but look at this site: http://m.e-key.it/default.aspx things are a bit cheaper. Thanks for the help.

1333Mhz is really low and old. But highers will be either bottlenecked or unaccepted by the cpu, so I could advice getting a new cpu or 1333Mhz Ram, but its too low btw.

Nope, the "frying" was due to a glass of water being placed on top of a desk, then being knocked down by an elbow onto the workstation. I have veryfied that the psu works by plugging it into a fan and turning it on. As far as the other cables go, I can't really test them, but a new PSU, if needed, could probably be also scavenged or bought for 20€. The PSU was on the top of the case, but the water hit the forward uper vent and shorted out all sorts of things.

Keep in mind these processors are pretty much all under $80 and well... ultimately you get what you pay for! If you desperately want to reduce the price on all the builds... you can reduce your stick of ram to 2GB instead of 2x2-4GB (saving $13.88) it is not recommended since 4GB is the minimum for gaming across so many games, and dual-channel is always recommended. (2-sticks of ram)
