I have seen benchmarks for GTX 980 Ti and it appears that 1 way gets a 60fps and the 2 way gets 100fps. I will be using a EVGA GTX 980 Ti Classified. So can the 1 way oc get 70~100fps or should I get the 2 way SLI?
You never know what settings and other hardware is used to benchmark or play anything. There could be many reason why someone gets 60 fps and other one 100 fps on same game. Don't trust YouTube video uploads of random people. There are also fakes and many do benchmarking wrong. Maybe any other component will bottleneck. I would say, buy the 980 Ti and if it is not enough, you always can add another one. We can't know how well it works for you and what games at what settings you play.
well it depends on the game, it will do most games at 70fps+ at stock, but games like the witcher 3 at ultra settings with aa and hairworks then you will get around 55fps
I would expect an OC, even a hefty one, to only be good for a 20 fps boost at most. Look up a review of that specific card OCed and see if it fits the bill.

I did not find reviews for the classified but I found reviews for the superclocked which is a gtx 980 ti. The fps test video was a crysis 3 gameplay and it got 100fps but I saw a gtx 980 ti oc fps test video and it only got 60fps or so. Should I go for a sli then?
