I cant get my Motherboard to detect my graphics card.

I recently build my first computer, and once I put it all together, I realized I couldn't get any sort of signal from my Graphics Card.

Here are my specs:

CPU: Intel Core i5-4460 3.2GHz Quad-Core Processor
Motherboard: ASRock H97 Anniversary ATX LGA1150 Motherboard
Memory: Corsair Vengeance 8GB (2 x 4GB) DDR3-1600 Memory
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive
Video Card: Gigabyte Radeon R9 290 4GB WINDFORCE Video Card
Power Supply: Corsair CX 600W 80+ Bronze Certified Semi-Modular ATX Power Supply
Operating System: Microsoft Windows 7 Home Premium SP1 OEM (64-bit)

I tried going into the BIOS and both setting the PCIe as the primary VGA, as well as disabling IGPU Multi Moniter, but it still wouldn't output any signal. I then tried another GPU, a Radeon R9 270X that I know is in working order, but it couldn't detect that either. Whenever I went to install the drivers for either of them, AMD Install Manager would just error on me. I even took my computer apart, and did an out-of-case build with just the mobo, ram, cpu, gpu, and psu, and still it wouldn't output any signal. Do you think my motherboard might just be defective? That's all I can think of at this point.

Im really thinking its the pcie slot, I just wanted to ask and make sure I wasnt missing something obvious. Im sending the board back in a few days for a replacement, I'll update this thread saying whether or not that was the issue.

are you sure you are connecting the PCIe power Right ? double check the power supply connectors. it is Semi-Modular , see if plugged secure in the right place.

I made sure that everything was plugged in properly, including the 6-pin and 8-pin on the graphics card. Is there something else I have to plug in on the motherboard involving the PCIe slot, besides the 24 pin and 4 pin near the top of the card?

I had the graphics card in from the start, but installed windows with the moniter hooked up to the onboard because the card still wasnt giving any signal at the time, and I just thought I needed to install some drivers. If my new card arrives and has the same problem, this will be what I try next, so thanks.

24 pin + CPU ATX 12V+ 4 pins molex near the card all connected ?

Okay, I did a quick out of case build with the 4 pin molex plugged in, and it let me boot to BIOS from the graphics card input. So, I put my computer back together, started it up, and now Im having the issue again. What?
