Fans start for half a second then whole system shuts down: first time builder

Hey everyone. First time builder here. So I made an external build with my parts to make sure it all worked, and it went fine, got a bios screen, great. Then, i installed it into my case, and when i hit the power button, the fans run for half a second then the whole system shuts down. I replaced both the motherboard and the psu, and the issue persists. I have tried it will all parts, one ram, no ram, nothing. Please help!

If I'm picking the right white spots, they're the backs of case screws.
 
Then the issue is elsewhere.
With the board outside the case, leave only CPU and CPU fan installed, both 24 and 8 pin power cables connected. Start the board by shortly touching with a screwdriver the 2 pins on the motherboard corresponding to the case power button.
See if the CPU fan does spin without stopping.

Yeah, that's how I've been testing my external builds. Initially, with my first external build and my first motherboard, i got a bios screen, so i went ahead and installed it into the case. I tested it inside the case and that's when the issue started. Tried an external build with your suggestions and the new motherboard and psu and the issue persists

Yes, for half a second like before. I tried all the appropriately labeled pins with a case fan i had, same thing. PSU fan also goes for half a second. Essentially, computer seems to start starting for a second then shuts down. This is all tried with an external build on a linoleum floor

UUUgh that's going to take foreverrr. I should be able to return the processor, but the motherboard might be a bit trickier; i returned the first in store already after the 30 day mark saying it was faulty.
What I want to know is how to prevent this from happening again. Since it worked when I did my very first external build, I'm fairly sure that I mucked it up somehow. Any tips for how to avoid that next time?
