CPU usage 100% after connecting to internet

Hi guys,
First of all I want to apologize for my english, it is my second language and I have to type from my phone and I am not really used to that.
So heres my problem:
I went to sleepover at my friends house and since his computer is in very sorry state and playing on ps4 is not very much fun either so we got a idea that I will bring my computer. (i5 3570, 16bg ddr3 RAM, gtx 970, asrock z77 extreme4, gtx 660ti as physx controller, 2tb of harddrives, 128gb SSD hyperx 3k, Windows 10 64bit) So I arived at his house and we connected everything and everything was going OK, but when I connected to his WiFi, my pc was really slow, I could not even close task manager etc.! So I disconnected and everything was fast again. My first thought was that it is in his router, because it never happened to me at home. So I tryed to connect over USB tethering (operátor) and the problém was still there. So I disconnected again and opened my task manager and connected to see what kind of process is doing this, but now it starts to be interesting, my task manager was "stucked" I mean I could still scoll, cycle trough everything but my CPU usage was stucked on certain number (on 42 for example) So in that point I was really worried because it never to me at home. So I went to my "performance" tab in task manager and I saw it, my cpu usage was on 100% and the number was not even moving.I tried malware antibytes, registry cleaner, booting into a safe mode with networking. Nothing worked. When I disconnect my computer works like normal.
