Underclocking the GTX 960 Palit Jet Stream

So I have this strange problem, my PC keeps shutting of when I play a game and I think I know the problem, See I only have 2 gigs of ram on my gpu but my dxdiag tells me I have 6 gigs and the strange thing is my memory clock is up by 2x and I can't under clock it. The Memory Clock speed is at 3600 but I'm trying to get it to 1800 but it only lets me go down by -500Mhz. Are they're any settings I can do on MSI Afterburner to let me underclock it a little further or am I forced to enter my BIOS?

3600 on msi afterburner is 1800MHZ just with another way of meaurement. The problem cant be your vram see when you run out of Vram your gpu uses SYSTEM RAM and you get very low FPS. The shutdowns is 99.9% caused by low end psu or OVERHEATING.. I have the Palit Super Jetsream and got the clock to 4000mhz-2000mhz so you dont need to underclock the memory clocks

Is 500W enough or what do you recommend?
