Are these Noctua fans good for Cooler Master 212 plus?

you will need high pressure fans for cpu coolers.

and yes that fan is good for this.

you will have to take off the rubber grummets. Why not grab a Corsair SP fan? I love Noctua but Corsiar makes great fans for cooling heat pipes too. And they can cost little less. So, you could think about doing push pull.

Did your CM Evo come with 2 sticky brackets for the CPU fans?

Well I got the 212 plus not the Evo. But I got two sets of fan mounting brackets.
 


The only difference is probably the fans. So, since you are getting rid of the fan we consider the coolers the same. The Noctua or Corsair will give you a win win.
 


Noctua fans are better cuz they make 140mm ones that hit higher RPMs. But I wouldn't go too high. My limit is 1450rpm. I don't like noisy fans. If your case accommodates 140mm then get Noctua. If you do go Corsair then buy a AF fan, not SP fan. Corsair SP fans are for CPU coolers, not for case fans.
