I have windows 8.1 and internet explorer doesn't load up

I have had windows 8.1 ever since I bought my pc but I could never figure out how do i fix Internet Explorer? Every time I try to start it up it doesn't work and everytime I run Internet Explorer through windows 8.1 it freezes so hpw do i fix it?
