Sudden sluggish performance

A couple days ago when I came home from work, I noticed my PC felt sluggish. It's hard to explain, but nothing felt as responsive as it normally did. My Battle.net client took longer than usual to start. Diablo 3 took way too long to start, and it also felt really laggy when it's usually very snappy.

Here are my specs:

- CPU i5-4690k
- GPU EVGA Geforce GTX 980 ti
- Mobo MSi Z97 Gaming 5
- PSU Corsair AX760
- 16 GB RAM
- Windows 7

I recently bought upgrades for my computer, so all of the above are pretty new. CPU, Mobo, and half my RAM were purchased in July. GPU was purchased this month. PSU is less than a year old. 8 out of my 16 GB of RAM are fairly old (purchased in 2011), but I purchased the exact same RAM when I bought 8 more GB.

I've done quite a bit to troubleshoot what could be causing this. I ran Malwarebytes Anti-malware, Windows Defender, and Avast and no malware or viruses have been found. I did a check disc and that didn't turn up anything either. I ran Windows Memory Diagnostic tool, which also didn't find anything. If there's something malicious on my system, usually one of the above scanners would have found it, so this makes me believe this issue is hardware-related.

My primary drive that I have WIndows installed on is a Crucial SSD. I also have several secondary drives (2 more SSDs and 1 HDD).

I still have my old GPU (GTX 770) so I tried putting that in to see if my new GPU was the problem, but the issue was still happening. I also tried re-seating my RAM. Still the issue persists. Temperatures look fine, they reached a maximum of 43 Celsius while playing Diablo 3 (while lag was noticeable). I'm really at a loss for what could be causing this. CPU usage doesn't seem abnormally high either.

Does anyone have any idea what else I can do to troubleshoot this or does anyone know what might be causing this sudden performance drop?

Starting to notice other patterns -

I notice pretty severe audio stuttering during in-game cutscenes (noticed in MGSV:GZ and MGSV:TPP). I also observed a spike in CPU usage where it jumped up to 100% right after a restart. It looks like the culprit was TrustedInstaller.exe, which was a result of Automatic Windows Updates. I have disabled Windows Updates and the CPU Usage issue seems to be okay now. The root issue of sluggish performance is still present.

It's an odd issue - I notice sluggishness as the computer first boots into Windows. Mind you, it's not a SIGNIFICANTLY noticeable decrease in responsiveness, but as someone who uses his computer quite a bit, I noticed it immediately. When I open the Battle.net client, I notice that this takes significantly longer than usual. Launching any game from the Battle.net client is also taking much longer than usual. I also notice immediate and persistent sluggishness while actually in-game (Diablo 3, Starcraft 2, etc.)

The weird thing is, performance does not seem to take a noticeable hit while playing more demanding games such as the aforementioned Metal Gear Solid V (Ground Zeroes and Phantom Pain). The only noticeable performance issue I'm having with these two is during in-game cutscenes, where there is pretty severe audio stuttering.

I'm at my wit's end trying to figure out what could be causing these issues. If anyone can provide me with next steps or tips to troubleshoot, I would greatly appreciate it. Thank you so much.

Update:
Noticed that my computer's time was behind by about 15 minutes. Thought perhaps my CMOS battery was failing (causing time to not stay sync'ed when power when computer was disconnected from power). Replaced CMOS battery. Still having original issue. Anybody?
