Help me find a cheap, quiet CPU cooler?

I'm not concerned so much about heat as I am about noise. As long as it performs as well as the stock cooler but is quieter than that's what I need.

CPU: i5 4590 LGA 1150

By cheap I mean (hopefully) $20 or less.

And it has to fit in the Coolermaster Elite 130 Mini-ITX case.

i need to amend what i said. was thinking of a 3rd party heatsink where the fan simply screws into it. the intel stock heatsink/fan is made to be one solid piece and they can't be easily removed. i have a stock cooler for my 4690k i looked at to be sure and it looks like it won't come apart and accommodate another fan without re-engineering it :(

so you do want a new complete heatsink fan to get a bit quieter use.

sadly i don't know much about these low profile coolers and which is real nice and quiet.

hopefully someone can come along and offer some suggestions. i am planning on a build soon using the same case and as also thinking of a different cooler for the same reason. so i would also love an answer to this question.

i'll do some looking around and see if i can find some reviews or comparisons of a nice quiet alternative to the stock heatsink/fan.

this zalmann reviewed very well but it is a bit wide and might effect the ram. http://www.newegg.com/Product/Product.aspx?Item=N82E16835118126

looking at the mobo you picked it does not look like it would but some measurements from the socket to the ram slots vs cooler size would ensure it fits. was very quiet and cooled well in the reviews.

might want to wait until the parts are in your hand to be able to do some measuring before ordering something that could bump into the ram. though adding it to partpicker did not create any compatibility warnings
