Keyboards Not Working but Other USB Devices Are

UPDATE: The Reset Windows thing I tried appears to have screwed up my Windows Installation. I now get an error on startup that says it couldn't find an OS. I did a 100% fresh install of W10 from a flash drive, but that didn't appear to solve the problem. I ran Windows Update to see if it would find any new drivers, it did but nothing related to keyboards or mice.

Interestingly, if I check the device manager with just the mouse plugged in, there is a Keyboards section. As soon as I plug in any keyboard, that section of the device manager disappears and the mouse disconnects. As soon as I unplug the keyboard the mouse works and Keyboards appears in the device manager. This same process can be recreated for any combination of 3 mice and 3 keyboards I have.

Additionally, I now have an inactivated version of Windows 10 (since I had to reformat the hard drive during the clean install). So eventually I will need to figure out how to authenticate my OS.
==============================

Hey guys,

I have an HP P7-1254 desktop computer that has worked fine for a couple of years. It came with Windows 7 but I upgraded to Windows 10 when prompted by Windows on its release. It should be noted that everything worked fine after the upgrade for a couple of weeks.

Sometime last week, I began having issues with my USB keyboard and mouse. Every now and then, the mouse or keyboard would "disconnect" from Windows. The machine would lock up for a brief second and then the device would reconnect and everything would work as normal. This would happen, maybe, once every 8-10 hours.

Fast forward to last night: in the middle of a game the keyboard disconnected in a similar fashion. This time, however, the PC locked up for at least 7 or 8 minutes (perhaps indefinitely as I restarted the machine). After the restart, the PC no longer recognizes any USB keyboard I plug in to any USB port, but disconnects my mouse anytime I do so. As long as there are no keyboard plugged in the mouse still works. There is also no longer a "Keyboards" section of my Device Manager.

Further, when I startup my PC, I receive a black screen that says "Keyboard Error" just after the HP boot screen but before the Windows load.

Interestingly, any device that's NOT a keyboard seem to work just fine (flash drives, mice, phone chargers, etc.) and do not disconnect my mouse.

Any thoughts?

Things I've tried:
===========================
I've tried installing drivers from HP but when HP detects the windows 10 OS it prompts me to use Windows Update. I ran Windows update--there are 2 non-driver updates that will not install after repeated attempts.

I've tried 3 different USB keyboards. All 3 work just fine on my other machine but fail to be recognized by any port of this machine.

I've tried going back to a restore point before the problem started happening, problem still persists.

I've tried replacing C:/Windows/INF/usb.inf as suggested by another thread but am unable to replace the file (no write access even though I am an administrator).

I tried Reset Windows (a feature in Windows 10) but all of the options required my admin password which I can't typeople without a keyboard.

Interesting development: went out and bought a crappy $12 Logitech keyboard from Wal-Mart just to see if it works. I was surprised to see that it did!

So this means that all 3 of my decent keyboards, which have at one time or another been used on this machine, no longer do. They all still work fine on my other computer, but not this one. I have no logical explanation for this behavior...any thoughts?

I might try to RMA the newest keyboard since it's still under warranty but I'm not sure it's technically defective. Really strange.
