Graphics card no signal after power cut, black borders surrounding screen

Hello,

My power cut meanwhile I was gaming and after I restarted the computer I instantly noticed black borders surrounding my screen. After loading screen no signal. However I can still see my graphics card in the device manager working properly (i dont know if its supposed to show it even if it was broken?) and also the GPU fans are spinning. Also it seems like it is still using the resolution I had in the game also. Could it be a windows related problem since my monitor is connected to my graphics card and it only doesnt detect signal after windows screen? My graphics card is GeForce GTX 660. Any advice?

 
* Unplug the power from your monitor for 10 seconds. Then reconnect.
* Unplug the power from your computer. Hold the power button for ten seconds, to drain the power supply. Plug power back into the computer. Press and release the power button to turn the computer back on. Any change?

Try to locate the problem, what I did when I got a power surge I put my card into my sister's computer, since it did the same thing I had to get a new card. if it is your monitor, plug in your tv or another monitor. If they are both fine, look for anything in the motherboard that is off, it can be your hard drive, for me it was my cpu power supply connecter into my motherboard and the plastic melted so it was easy to spot.
